Elm Creek Park Reserve Dog Off-Leash Area is a 29-acre dedicated off-leash facility owned and managed by the Three Rivers Park District. Located at 11750 Zachary Lane North in Champlin, Minnesota, the park sits within the broader Elm Creek Park Reserve — giving it a scale and natural character that most city dog parks simply cannot match.

The park is a true off-leash experience — not a paved lot with a chain-link fence, but a living landscape with wooded trails, grassy meadows, and a fenced wetland pond where dogs can swim seasonally. It’s consistently described by visitors as one of the best dog parks in the greater Minneapolis–Saint Paul area.

What’s Inside the Park?

Elm Creek offers a comprehensive set of amenities that puts it well ahead of the average off-leash area. Here’s everything you’ll find on-site:

🏊 Fenced swim pond (seasonal)

🐾 Separate small dog area

🌿 Open grassy play fields

🪑 Benches & shaded seating

🌳 Natural tree shade cover

🌲 Natural walking trails

🅿️ On-site parking lot

🚻 Public restrooms

🧹 Waste bags & trash cans

🐶 Puppy-friendly spaces

The swim pond

One of Elm Creek’s most beloved features is its fenced wetland pond. During warmer months, water-loving dogs flock here for a swim, a game of fetch-in-the-water, or a long, happy soak. It’s a genuine swimming experience — not a shallow splash zone — and the fencing means your dog can’t wander off mid-paddle. Water quality is seasonal and can vary, so it’s worth calling ahead during late summer when algae blooms can occasionally affect Minnesota’s natural water bodies. Early summer typically offers the best swimming conditions.

Trails and open fields

Unlike flat concrete dog parks, Elm Creek has real trails winding through varied natural terrain. Owners who want to walk while their dog explores off-leash will find this far more enjoyable than a standard enclosed lot. The combination of wooded trails and open meadows keeps dogs mentally engaged throughout the visit — ideal for high-drive breeds that get bored quickly.

A natural haven where dogs can be dogs — running free across 29 acres of trails, fields, and a genuine swim pond.

Separate areas for small and large dogs

The park includes a dedicated, separately fenced section for small dogs, complete with its own 6-foot perimeter fencing. This is particularly valuable for small breed owners and anyone bringing a young puppy for the first time. First-time visitors with small or shy dogs should start in this section to let their pet build confidence before venturing into the wider park.

How Much Does It Cost?

Elm Creek is part of the Three Rivers Park District, which uses a vehicle permit system rather than a per-dog gate fee. The permit covers your vehicle — not per person or per dog — making it an excellent value for households with multiple dogs.

Permit TypeCostCoverage
Daily vehicle permit$6Single-day access for one vehicle
Annual vehicle permit$30Year-round access to all Three Rivers Park District locations

If you plan to visit more than five times per year, the annual pass pays for itself and opens up access to the entire Three Rivers Park District network. It’s the obvious choice for any regular Twin Cities dog owner.

Tips for a Great Visit

A little preparation goes a long way toward making your visit smooth and enjoyable — for both you and your dog. Here’s what experienced regulars recommend:

  • Bring a towel if you plan to use the swim pond — your dog will almost certainly get wet
  • Call (763) 694-7894 before summer pond visits to check current water quality
  • Bring a personal water bowl and fresh water for drinking, rather than relying solely on the pond
  • Start small-dog and puppy visits in the dedicated small dog section to ease them in
  • Pick up after your dog promptly — waste bags are provided but bring your own as backup
  • Ensure your dog is current on vaccinations and licensed per park requirements

Best times to visit

  • Early weekday mornings for a quieter, lower-traffic experience
  • Early morning or evening in summer to avoid peak heat
  • Early summer for the best swim pond conditions
  • First-time visitors: aim for quieter hours so your dog can settle in at their own pace

Is Elm Creek Dog Park Right for Your Dog?

Best suited for

  • High-energy breeds that need serious room to run — Collies, Retrievers, Shepherds, Huskies
  • Water-loving dogs that will thrive at the seasonal swim pond
  • Small dogs and puppies who benefit from the dedicated separate fenced area
  • Families with children looking for a safe, spacious, and well-maintained outdoor experience
  • Trail walkers who want to explore while their dog runs off-leash alongside them

May not be ideal for

  • Owners looking for agility equipment or structured dog sport facilities
  • Dogs with strong reactivity who haven’t yet built social confidence in busy environments
  • Visitors expecting a free, no-permit entry — a vehicle permit is required every visit
  • Late summer pond visits without checking water quality conditions first

Dog Park Etiquette: How to Be a Good Visitor

Elm Creek’s wide open layout makes it one of Minnesota’s most enjoyable dog parks — but every visitor plays a role in keeping it that way. Follow these guidelines on every visit:

  • Use the appropriate size area for your dog — small dogs in the dedicated small dog section
  • Clean up after your dog immediately; waste bags are provided throughout the park
  • Keep eyes on your dog at all times — step away from your phone during playtime
  • Leash your dog before approaching and exiting the entrance gate
  • If your dog shows signs of aggression or stress, remove them calmly and give them space
  • Do not bring food or treats into the off-leash zone — it can trigger conflicts between dogs
  • Respect other visitors’ space, especially in the busier weekend morning hours

The Bottom Line

Elm Creek Park Reserve Dog Off-Leash Area delivers everything a dog owner could want from an off-leash experience: 29 fully fenced acres of natural terrain, a seasonal swim pond, separate areas for small and large dogs, walking trails, restrooms, waste stations, benches, and shade — all maintained to a consistently high standard by the Three Rivers Park District.

This place is truly amazing. My dogs love wandering the paths and the wooded areas. The swim pond is separated, but still easily accessible, and there are a good number of bowls scattered throughout. One of my favorite places to spend time with the pups

Great dog park! Bring proof of rabies vaccination, you can either buy a year round three rivers park pass for under $70 which works for all of their dog parks, or purchase a daily pass. Know your dog and if they are reactive leashed areas are probably better for them.

One of 2 dog parks I am willing to take my dog to.
Walkable with plenty of trails. Scenic beautiful trails. In spring or rain make sure to have proper footwear because it can get a little muddy on the trails (it is a dog park).

I go to the dog park for my dog to be able to socialize with other dogs. This park and Minnehaha creek are the 2 spots where you are almost guaranteed to have other dogs there. There is a water area at both of these parks. Minnehaha is better for that in my opinion since it isn't stagnant water (but for others that could be a negative).

There are areas for people to sit right near the start of the park for those who can not walk as far.

Ok, I have L❤️VED this park for years, but they have really let the ragweed go this year. If you are sensitive to ragweed at all, STAY AWAY!! Not over exaggerating at all here when I say there are large areas where it is at least 10 feet tall.

It's a big park with many trails to walk through. Fenced off area with a pond for dogs to swim. There are other areas of standing water that are not fenced off. People are typically nice there. You have to have a Three Rivers membership. I believe it's around $60/yr.
